To save a web page to a pdf: I used to be able to just "print" to a pdf printer like CutePdf or Foxit Reader or "microsoft print to pdf" and then open the pdf and copy/paste text from it. It seems to have stopped working in both Firefox and Chrome as the default, Edge seems to preserve it as text, but other methods act as if it were a scanned image. However, if you use chrome's built in "save as PDF" it still works. Firefox's print preview allows a "Simply" option at the top, this preserves the text. (The normal option does not, preventing you from copying/pasting the text). Unfortunately, once you saved a pdf "the wrong way", nothing works to be able to put it back to being able to select text (none of the PDF readers or free editors).
